What is a CIB&RC import permit?
A CIB&RC import permit is permission from the Registration Committee of the Central Insecticides Board & Registration Committee to import a substance listed under the Insecticides Act, 1968 for a non-insecticidal, industrial purpose. Since July 2026 it is applied for on Form IA, and a complete application is decided preferably within 45 days, and is generally valid for one year.
The Schedule to the Act lists substances that can act as pesticides. Many are also everyday industrial inputs. When you import one to use in manufacturing, the Committee wants to know who you are, what you make, how much you consume and where the material comes from. Customs then checks the permit before releasing the goods.

Form IA document checklist
- Applicant name and address, and the premises where the chemical will be stored or used
- Name of the chemical, its minimum purity and the source of import (overseas manufacturer or exporter)
- The product you manufacture with it, the function it performs and the percentage used
- Valid industrial licence, factory licence or other specified proof of the manufacturing facility
- Licensed and installed production capacity
- Pollution Control Board consent (Consent to Establish / Operate)
- Quantities imported and consumed in each of the last three financial years, with the final product made from them (a CA certificate is the usual evidence)
- Self-certified affidavit supporting the quantity requested, and a declaration that the material is for your own use and not for sale

How an import permit is obtained

Confirm the chemical and route
Check the substance against the Schedule, confirm the use is non-insecticidal, and decide between domestic-use and export-linked applications.
KYC on the CROP portal
Register the applicant entity and complete Know Your Customer verification on the CIB&RC online portal.
Build the Form IA file
Assemble capacity, consumption, licence, pollution-consent and affidavit evidence so every figure agrees.
File online and pay the government fee
Submit Form IA with annexures and the prescribed government fee of ₹5,000. Incomplete applications can be rejected without notice.
Scrutiny and RC decision
The Secretariat examines the file and may inquire into it; the Registration Committee decides, preferably within 45 days.

What is a CIBRC import permit?
Permission from the Registration Committee of CIB&RC to import a substance listed under the Insecticides Act, 1968 for a non-insecticidal, industrial purpose. Customs checks it before releasing the consignment.
Why does an industrial chemical need a pesticide regulator's permission?
Because the same substance can be used as a pesticide. The permit ensures that material declared for industrial use reaches a genuine manufacturing process and does not enter the pesticide market.
Which chemicals need a CIBRC import permit?
Any substance in the Schedule to the Insecticides Act imported for non-insecticidal use. Common examples are boric acid, sodium and potassium cyanide, DCOIT, IPBC, zinc pyrithione, thiourea, nitrobenzene and branded preservative ranges. See the product list.
What is the government fee for a CIBRC import permit?
The government fee prescribed with Form IA is ₹5,000 per application, payable to the authority.
How long does it take to get a CIBRC import permit?
A complete application is to be decided preferably within 45 days, extendable by up to 15 days. The guidelines also refer to processing within about 4 to 6 weeks depending on the Registration Committee meeting.
How long is the permit valid?
Generally one year. Three years where the applicant holds registration for the pesticide the imported material is used to make.
What documents are required for a CIBRC import permit?
Form IA details on the applicant, premises, chemical, purity, source, product made, function and percentage; industrial or factory licence; installed capacity; pollution control consent; three years of import and consumption data; an affidavit supporting the quantity; a not-for-sale declaration; an Industrial Health & Safety storage declaration for domestic use; and export details where relevant.
