A CIBRC import permit application on Form IA needs proof of the manufacturing facility and capacity, pollution control consent, three years of import and consumption data, the chemical's purity, source and function, a quantity affidavit, a not-for-sale declaration, an Industrial Health & Safety storage declaration for domestic use, and export details where relevant.
Proof that you are an actual user
Industrial or factory licence and installed capacity establish that a manufacturing facility exists and can consume the quantity requested. The premises address should match your portal KYC.
Environmental standing
The Pollution Control Board consent shows the unit is recognised by the state regulator. Make sure it is current and that its product list fits your declared end use.
Consumption history
Form IA asks for year-wise imports and consumption for three financial years, with the final product made. A Chartered Accountant's certificate is the usual evidence. This is the baseline for the 30% rule.
Chemical identity and source
State the chemical, its minimum purity and the overseas manufacturer or exporter. Attach the MSDS; for branded products, a data sheet showing the active and its concentration.
Function and quantity
Describe what the chemical does in your process and the percentage used. Support the requested quantity with a self-certified affidavit, and certify the material is not for sale.
Safety and destination declarations
- For domestic use: a declaration certified by the jurisdictional Industrial Health & Safety office that the material will be stored separately.
- For export: foreign buyer details and an advance licence where applicable.
- If the quantity exceeds the three-year average by more than 30%: justification from the nodal Ministry, Department or State Department of Industry. The District Industries Centre is often the practical first stop.
