- Advance licence
- An authorisation that allows duty-free import of inputs used to make export goods. Form IA asks for it, where applicable, for export-linked import permits.
- CIB&RC
- Central Insecticides Board & Registration Committee, the statutory bodies under the Insecticides Act, 1968. The Board advises on technical matters; the Registration Committee registers pesticides and grants permits.
- CROP portal
- Comprehensive Registration of Pesticides, the online system through which applications are filed with CIB&RC.
- Chapter III-A
- The chapter inserted into the Insecticides Rules, 1971 by the 2026 amendment, titled “Manner of Import of an Insecticide for Non-Insecticidal Purpose.”
- Dual-use chemical
- A substance with both pesticidal and industrial applications, such as boric acid or sodium cyanide.
- DPPQ&S
- Directorate of Plant Protection, Quarantine & Storage, the Faridabad-based directorate under which CIB&RC functions.
- Endorsement
- An approved change to an existing certificate or permit, such as a new address or company name.
- FCO
- Fertiliser (Control) Order, 1985, which regulates fertilizers, bio-fertilizers and bio-stimulants.
- Form IA
- The application form, introduced in 2026, for an import permit for non-insecticidal use. A government fee of ₹5,000 is prescribed with it.
- Free sale certificate (FSC)
- A certificate confirming a product's regulatory status in India, requested by overseas regulators.
- Import permit
- Permission from the Registration Committee to import a scheduled insecticide for non-insecticidal use. Generally valid for one year, or three years in specified cases.
- Insecticides Act, 1968
- The central law regulating the import, manufacture, sale, transport, distribution and use of insecticides in India.
- Non-insecticidal use
- Use of a scheduled substance for a purpose other than preventing, destroying, repelling or mitigating pests, for example as a raw material or preservative.
- RTT permit
- Research, test and trial permit for limited quantities of pesticide used to generate registration data.
- Schedule
- The list of substances annexed to the Insecticides Act, 1968. A substance in the Schedule is treated as an insecticide for the Act's purposes.
- Section 9(3), 9(3B), 9(4)
- Registration routes under the Insecticides Act: new products, provisional registration and products already registered by others.
- Source of import
- The overseas manufacturer, and where named the supplier, from which material may be imported under a permit or registration.
- TI, FI, TIM, FIM
- Registration categories: technical import, formulation import, technical indigenous manufacture, formulation indigenous manufacture.
- 30% rule
- Under the 2026 guidelines, where the requested quantity exceeds the three-year average consumption by more than 30%, justification from the nodal Ministry, Department or State Department of Industry is required.
