Import permit validity and renewal

Customs will not clear goods against an expired permit. Under the 2026 Rules most permits run for a year, so renewal is now a routine annual task. We track the dates and file early.

In short

A CIB&RC import permit for non-insecticidal use is generally valid for one year from issue, or three years where the applicant holds registration for the pesticide the imported material is used to make. Imports are not allowed on or after the expiry date, so a fresh application should be filed well before the permit lapses.

How long is an import permit valid?

Under Chapter III-A of the Insecticides Rules, a permit for non-insecticidal use is generally valid for one year. It is valid for three years where the applicant holds a registration certificate for the pesticide that the imported material will be used to manufacture. The date printed on the permit is the one that counts.

When should renewal start?

With a 45-day target that can extend by 15 days, at least two months should be allowed before expiry, and a longer period where a shipment is scheduled near that date. Goods at sea when a permit lapses can be held at the port.

What changes at renewal?

The new application uses fresh figures: the latest three financial years of import and consumption, current licences and pollution consent, and an updated affidavit. Where the requirement exceeds the three-year average by more than 30%, justification from the relevant department is required.

Frequently asked questions

Our permit has already expired. What now?

No consignment should be cleared against an expired permit. A fresh application should be filed without delay; where goods are already in transit, we advise on the position at the port.

Do older permits without a date remain valid?

CIB&RC's customs checklist treated a certificate or permit without a stated validity date as permanent. Permits issued under the 2026 Rules carry a validity period, so check each document individually.
