In short

Bio-stimulants in India are regulated under the Fertiliser (Control) Order, 1985, not the Insecticides Act. Does a bio-stimulant need a CIBRC permit?

Ordinarily not, since bio-stimulants are regulated under the Fertiliser (Control) Order. Where a product also contains a scheduled substance, the Insecticides Act applies in addition, and the composition should be examined before import.
