A change of source is an amendment to a CIB&RC import permit that replaces or adds the overseas manufacturer or exporter named on it. It is needed because customs allows import only from the source stated on the permit, and only through the named supplier where one is specified.
Why does the source matter so much?
CIB&RC's guidance to customs is explicit: import is permitted only where the material originates from the source mentioned, and where a supplier is also named, the goods must route through that supplier rather than directly from the source. A new manufacturer, a new trading intermediary or even a renamed supplier creates a mismatch.
When is a change of source needed?
- Your usual manufacturer has supply problems
- A different producer offers better price or quality
- Your supplier merged, was acquired or changed its legal name
- You now buy through an overseas distributor instead of directly
What do we prepare?
We compare the new source's specification and MSDS with what is already approved, obtain the manufacturer's full details and any authorisation letters, and file the amendment. If the product, grade or end use is also changing, we advise whether a fresh Form IA application is the cleaner route.
Which documents are needed?
- Copy of the existing import permit
- Full name and address of the new manufacturer or exporter
- Specification and MSDS from the new source
- Supply or authorisation letter
- Reason for the change
The exact list depends on your product and business; we confirm it before filing.
