Biocides import permit

Paint, coating, adhesive, textile and leather manufacturers depend on imported preservatives. Many of their actives are scheduled insecticides. We secure the CIB&RC permit so the raw material clears.

In short

Industrial biocides such as DCOIT, IPBC and zinc pyrithione need a CIB&RC import permit when they are imported as in-can or dry-film preservatives, because their active ingredients are listed under the Insecticides Act. The application must identify the active, its concentration in any branded preparation, and the finished product it protects.

Which biocides commonly need a permit?

  • 4,5-Dichloro-2-octyl-4-isothiazolin-3-one (DCOIT)
  • 3-Iodo-2-propynyl butylcarbamate (IPBC)
  • Zinc pyrithione and zinc omadine powder
  • Preventol, Troysan and Nipacide ranges, with their variants
  • Fungitrol, Polyphase, Glycacil and Sanitized D50 (containing diuron)
  • Dryshield CO paste (containing carbendazim)

Why are branded preparations harder?

A trade name tells the Committee nothing about composition. Form IA asks for the insecticide and its minimum purity, so for a branded preservative the file must state the active ingredient, its concentration and the carrier, backed by the supplier's MSDS. Each variant in a branded range can differ, so the permit wording must match the exact grade on your invoice.

How do you describe the end use?

Name the finished product and the function: an exterior emulsion protected against mould growth, a wood coating with dry-film protection, a leather finish, a sealant. Then give the dose rate. That percentage, applied to your production, is the basis for the quantity.

Which documents are needed?

  • Applicant name and address, and the premises where the chemical will be stored or used
  • Name of the chemical, its minimum purity and the source of import (overseas manufacturer or exporter)
  • The product you manufacture with it, the function it performs and the percentage used
  • Valid industrial licence, factory licence or other specified proof of the manufacturing facility
  • Licensed and installed production capacity
  • Pollution Control Board consent (Consent to Establish / Operate)
  • Quantities imported and consumed in each of the last three financial years, with the final product made from them (a CA certificate is the usual evidence)
  • Self-certified affidavit supporting the quantity requested, and a declaration that the material is for your own use and not for sale
  • For domestic use: declaration certified by the jurisdictional Industrial Health & Safety office that the chemical will be stored separately
  • For export-linked use: foreign buyer details and advance licence, where applicable
  • Material Safety Data Sheet (MSDS/SDS)
  • Technical data sheet stating active ingredient and concentration

The exact list depends on your product and business; we confirm it before filing.

How is the application processed?

  1. Confirm the chemical and route

    Check the substance against the Schedule, confirm the use is non-insecticidal, and decide between domestic-use and export-linked applications.

  2. KYC on the CROP portal

    Register the applicant entity and complete Know Your Customer verification on the CIB&RC online portal.

  3. Build the Form IA file

    Assemble capacity, consumption, licence, pollution-consent and affidavit evidence so every figure agrees.

  4. File online and pay the government fee

    Submit Form IA with annexures and the prescribed government fee of ₹5,000. Incomplete applications can be rejected without notice.

  5. Scrutiny and RC decision

    The Secretariat examines the file and may inquire into it; the Registration Committee decides, preferably within 45 days.

  6. Download the permit

    The permit is issued in your portal login. Share it with your customs broker before the goods ship.

Frequently asked questions

Is a biocide used in paint registered as a pesticide?

Not when it is used as a preservative in the paint. It is imported under an import permit for non-insecticidal use.

Our supplier renamed a biocide grade. Is our permit still valid?

The matter should be reviewed before the next shipment. Where the name on the invoice no longer corresponds to the permit, an amendment is required to prevent a customs query.

Can one application cover several biocides?
